The transport and logistics sector has never had a specific diesel particulate matter limit in Australia. From 1 December 2026, the incoming WEL of 0.01 mg/m³ (respirable elemental carbon) applies to every enclosed or semi-enclosed diesel operation. Research shows standard diesel equipment in enclosed spaces routinely exceeds this limit by two to three times. Bus depots, truck terminals, warehouses using diesel forklifts, loading docks, rail maintenance depots, and underground car parks will all require baseline monitoring and engineering controls.

Regulatory Context

The WEL for diesel particulate matter (0.01 mg/m³ respirable elemental carbon) is the first specific national limit for this substance. Previously, only the mining sector had state-specific limits (WA: 0.1 mg/m³ submicron elemental carbon). The new WEL applies to ALL workplaces from 1 December 2026 with no grace period.
