Phase 1 is for a business that needs the top layer of a WHS management system to satisfy a council prequalification or a tender, or to give structure to the safety documents it already has.
It is written for welding and fabrication: the hazard profile, the hot work controls and the training matrix in the management plan are welding-specific. It is also the foundation the other three phases hang from.
