The exposures the system is built around
What council panels, principal contractors and SafeWork NSW look for in a fabrication business – each covered by a named document, register or procedure in the four phases.
Classified as carcinogenic to humans (IARC Group 1); lung cancer, metal fume fever and chronic lung disease. Assessed against the 1 mg/m³ exposure standard in the Welding Fume Compliance Strategy.
Lung cancer, nasal ulceration and skin sensitisation. Inorganic chromium is a Schedule 14 chemical, so health monitoring is required where there is a significant risk.
Irreversible neurological damage with long exposure. The workplace exposure limit for respirable manganese from 1 December 2026 is 0.02 mg/m³.
Permanent hearing loss and tinnitus. Exposure standard LAeq,8h 85 dB(A) or 140 dB(C) peak, with audiometric testing under section 58.
Fire from sparks and slag reaching combustibles. Hot work permits, a 15 m clearance to AS 1674.1 and a fire watch.
Oxygen displaced by shielding gas and fume build-up in tanks and vessels. Entry permit, gas testing and a standby person under Part 4.3.
Crush injuries from crane, forklift, magnet and plate-clamp lifts. Lifting SWMS, crane and lifting gear procedures and licence checks.
Vibration white finger and nerve damage from grinders, needle scalers and chipping hammers. Trigger-time limits by tool.
Arc eye and skin burns to welders and people nearby. Filter shades to AS/NZS 1338.1, welding screens and skin cover.
Preparing a council prequalification submission
A structural steel workshop with 14 workers is invited onto a council panel. The questionnaire asks for a WHS policy signed by a director, a WHS management plan, SWMS for site installation, evidence that welding fume is controlled, health monitoring arrangements, training records and three years of incident statistics. Working through the Council Prequalification Protocol, the owner finds the document that answers each question, completes the Phase 1 governance documents first, and starts the registers so that training, inspection and incident records build up before the deadline. The Phase 2 strategy shows how the 1 mg/m³ welding fume standard is met, and the Phase 4 protocol shows when health monitoring applies. The submission goes in with the documents and the records behind them – which is what a panel checks.
How the four phases fit together
Phase 1 is the foundation the other three hang from. It holds the policy, the management plan, the way contractors are managed and the way documents are controlled, and its Master Document Register already lists the Phase 2, 3 and 4 documents so that later phases slot in without renumbering.
Phase 2 supplies the technical basis: which fume, noise, vibration and radiation exposures the work produces, how they are measured and what control each process, material and environment needs. Phase 3 is the task layer, and its SWMS controls match the Phase 2 control decision matrix so that the documents do not contradict each other. Phase 4 closes the loop by monitoring the people and the engineering controls that Phases 2 and 3 rely on.
How it works once you have downloaded it
Open the Implementation Guide first. It gives the recommended order, the time per document – 12 to 18 hours for Phase 1, spread over two to three weeks – the adjustments for different kinds of business, and a 90-day plan.
Each Word document carries guidance boxes that tell you what to decide and what to delete. The registers are built Excel workbooks with input cells, dropdown lists and status columns that work out due dates, overdue items, exposure group statistics and incident rates.
