Bitumen Fume Monitoring in Construction
Bitumen fume exposure occurs during road paving, asphalt laying, roofing with hot bitumen, waterproofing, and spray seal operations. The incoming WEL of 0.5 mg/m³ represents a tenfold reduction from the current WES of 5 mg/m³. This is one of the largest single limit reductions in the entire WEL transition. Most road construction operations have never been formally monitored for bitumen fume because the previous limit was so high that exceedance was unlikely.

Bitumen Fume (hot-mix asphalt)
Generated during paving, rolling, and raking of hot-mix asphalt at 140-180°C. The incoming WEL of 0.5 mg/m³ (inhalable fraction) is a tenfold reduction. Sampling uses PTFE filter (inhalable fraction) with gravimetric analysis.
Polycyclic Aromatic Hydrocarbons (PAHs)
Coal tar pitch was historically used in road surfaces. Coal tar pitch volatiles are being reclassified as NTGCs (non-threshold genotoxic carcinogens) — no safe level.
Diesel Particulate Matter
Road construction plant generates DPM alongside bitumen fume. New WEL 0.01 mg/m³ from December 2026.

Regulatory Context
The WEL for bitumen fume (0.5 mg/m³) applies from 1 December 2026. Road construction PCBUs must assess worker exposure during hot-mix asphalt operations. Where old road surfaces contain coal tar, the NTGC classification means there is no safe exposure level.
